Car washes typically use ambient water (no soap) for the undercarriage, so the steam you see is this water on your exhaust system (engine underside doesn't cause that much steam). As Al S pointed out, you also get water when its raining out, though usually not as much at one time. And you don't see it as well because, unlike at the car wash, you're moving which quickly disipates the vapors.
IMHO, I think its better to run a grimy car through the wash to knock the big stuff off, then wait until weather clears to do a hand wash (sprinkling a generous amount of rose petals and Peligrino water into the rinse water bucket, of course). If kept dirty, its too easy for someone (like my 6-year-old) to rub up against it and cause the dirt layer to scratch the clear coat.
