Any opinions on how fog lights should be used?

I always thought fog lights needed to be yellow because yellow light cuts through fog and blowing snow without the glare of a whiter light. But OEM fog lights on just about any make/model vehical sold today are white. The explanation I've heard is that the white fog lights don't reflect back at the driver because they're mounted so low.
Ok, I can buy that.
But if that's true, then shouldn't we be able to switch on only the fog lamps in foggy or snowy conditions so that we wouldn't have the normal headlamp light reflect back at us?
If so, my car doesn't cooperate. When I have the fog lights selected and turn the the light switch to park, the regular headlamps are on. Turn the switch off and all lights are off (I've removed the DRL fuse). From what I can tell, the only time fog lamps can be on is when the low headlamp beams are on.
Does that make any sense?
