Headlight Problems - Low Beams Only

I have a '99 9-5 base wagon, US model 2.3t. I had an intermittent problem of headlights not going into high beam that has now become permanent.
So now the headlights are always on low beam. Pulling the stalk or turning the knob will not have any effect, even when turning them to park.
I am suspecting either the rotary switch or the main relay, just kind of hard to go troubleshooting w/o even a half decent wiring diagram.
Anyone else had similar problems? And somewhat related, are wiring diagrams available anywhere?
