people working in combat information systems don't have over a hundred watts of bright light being pumped out from headlamps several feet in front of them. They also don't have to worry about people shining bright lights (from on-coming headlamps). In the field, soliders (if they're disciplined) use red-lens flashlights because it allows their rods (part of the eye that works well at night time, and produces mainly a grainy black & white image) to not get washed out.
In the CICs there are NO bright lights EVER so it would make sense to keep instrument light levels low and red. In real-world night driving our eyes aren't really operating in night-mode (using primarily rods). I'm just guessing here, but given the light output of our headlamps, street lamps, on-coming headlamps, I'm sure the cones (the part of the eye which works best in daylight and produces detailed color images) are heavily in use, which is why green panel lighting works best.
Red lighting is purely a style thing and BMW & Audi's use of it is more about tradition than anything else. There are plenty of European cars that don't follow this color scheme.
