Yes the radio must be divoriced from the car to which it was married. When the radio was married, the VIN of the car it was married to was stored in the radio's non-volital memory. When the radio is first turned on it looks for the VIN of the car that it is in at that time over the I-bus. If the car's VIN matches the stored VIN in the radio, the radio begins to work. If the VINs don't match the radio stops working and send a message to the SID via the I-bus to display the "Radio Locked" message.
Think about it. If you could divorice from another car, you could steal all the radios you want and divorice them from your car. Not much security there is it.
Same thing applies to CD-changers. Note this system is only used on 9-5 and 1999-2002 9-3 sedan or 2003 convertible. 9-3SS uses a different system. Earlier models used radio codes that had to be inputted every time the radio lose power.
