something or the car was like that when you bought it (used or new).
If the car is tracking straight and the steering wheel is off center when it is going straight without rolling to one or the other side on flat roads, then you need adjustment to the tie-rods. The car is aligned properly but the steering rack isn't centered exactly. This is a common pet peeve of mine in any alignment job. Modern alignment equipment should have prevented this but it all depends on the technician.
If the car pulls to one side or the other on flat level roads, then you may have an alignment problem or you have tires that have been worn unevenly from a prior mis-alignment. It doesn't take much un-even tire wear to give you tire pulls.
Find a shop near you that has a Hunter GSP9700 that is equipped with the option of checking tire side traction force. Go to Hunter Engineering Equipment's website and find who may have such a machine.
Chances are that a shop that has a GSP9700 also has a Hunter alignment machine, so you may want to let them do a complete job on the tires and alignment. Hopefully, the technician knows what they do.
It all boils down to how good the alignment person is.
