Intermittent Wheel/ Brake Locking While Parked ( Help!)

Need some help. I have a 2002 Linear Sedan with automatic. Every two to three months, I will start the car and be unable to move in reverse. The rear wheels seem to be locked, which I assume is the parking brake. Rear of car will rise, but no movement. I have to move the car forward (which, as we know, is not always an option), upon which I hear a terrible groaning noise as if metal were bending or releasing. I cannot be 100% certain, but the problem seems to correlate with car/wheel washes or rain/snow.
I took the car to the dealer four or five times. They cannot find a problem. On the last visit, the service advisor told me that "they have started seeing this problem."
Dealer says that since they cannot replicate, they can do nothing. They are telling me that I need to change the way I shut down the vehicle and use the following sequence instead: foot on brake, move transmission into park, release brake, allow car to move backward on its own, and then put parking brake on. This is counter to driver's ed instruction. Plus, I have never had this problem with any other car.
Questions: have others had this problem? What was done? Does the shutdown sequence make sense?
Thanks for your help.
