Spoke with several dealers...

I have spoken with several dealers and they told me the following:
The timing belt (part only) is covered by saab for the V6. If you want to have only the belt replaced, it will cost several hundred dollars for service alone. That is how they sell the 60k mile service, because you pay almost the same amount and get more replaced.
If your car is CPO, they will inspect the pullies/tensioners and replace them for free if they need to be. The tensioners/pullies are not supposed to wear or fail, so saab covers them cost under the bumper to bumper CPO. If the tensioners/pullies are not replaced and fail after the 60k mile service, saab will cover any damage caused by this failure under the CPO.
If you insist/request that the tensioners/pullies be replaced, you have to pay for the parts.
The risk is that the CPO goes up to 100k miles. If the tensioner and pullies are not replaced, they only have to last for 40k miles to clear saab of any responsibility. The dealers that I have spoken with have told me that it is VERY rare for a tensioner to fail. One place told me that they have NEVER seen that happen! I don't know if it is worth sweating it out once my car hits 100k miles, wondering if that tensioner is going to go. Might be worth a few hundred dollars for the peace of mind.
BTW, I have been quoted as low as $570 and as high as $700 for the 60k mile service, so shop around!
