I cross checked some part numbers and it seems to be the same in most parts. But have the shop that's gonna install the engine do the same so that you don't end up with a costly surprise in the end.
I have more than ones seen and heard of small changes between two year/models that makes it expensive to do the swap and sometimes impossible.
A couple of part numbers that I saw was different is the oil pan and pistons.
The part number for a 1999 Saab short block though is superseeded to the 2000-2002 short block so that could mean that the pistons in the 2002 is compatible with the 99 fuel injection system. (It might not be good to put a 99 engine in a 2002, but that's not your case anyway).
Blue book value is around $11,000 if you would to buy one on the street, so you are going to end up a little bit better this way but not that much.
The scary part is if the PO didn't do oil changes, what else didn't he do?
Since you can't test drive it, it is a chance to take.
