Buck is right on about the key situation on the 9-5. However, your statement about the 96 900 puzzles me. On the NG 900, the keys have no electronics associated with them. You can lose all your keys and just have a new one cut.
The problem on the 95-98 900 hardtops and the S7010000 Vin to 98 900 convertibles is with the remotes. Once the car is locked with a remote, IT MUST BE UNLOCKED with a remote. Once the alarm module is armed, there is no way to unarm it without a working remote. There is no Tech II magic that can fix this problem. If you unlock the car with a key, the alarm goes off and you can not start the car. The only fix at this point is to replace the alarm ECU.
If you lose all the remotes and you have not locked the car with any remote, no problem. Just get a remote (I recommend 2) and program them to the car.
You can program up to 4 remotes to the same car. If you lose one, it can be replaced and this can go on and on. Again the alarm ECU must not be set to be able to do this procedure.
