Apparently the rear mounting tab of the shock "cage" on the passenger side can come into contact with a fuel line. This piece guards the edge of the mounting tab so that it cannot cut into the line.
I don't know if it only happens in rear-end collisions, or if this is something that can chafe through during normal use. Luckily you only have to remove the wheel and the one mounting bolt to re-install this. I kicked this piece of my car across the garage floor by accident. I hadn't even seen it on the shock cage until I heard the metallic chattter. The dirt marks showed where it obviously belonged.
