1) in truth, it seemed that only the upper rear pulley needed to be replaced. The middle and tensioner pulleys seemed to be fine, but I replaced them while I was in there just to give myself a challenge.
2) just cinched the bolts as tight as I felt that they had been in there. There was definitely no room for a torque wrench. No loctite.
3) that is the right little hole. You pull the tensioner back... it only moves about an inch or so, then insert a nail or the end of a small hex key.
4) I used the wood block and jack approach, and this came in handy because the engine shifted slightly when removing the top engine mount brace and the jack allowed me to move the engine a bit during reassembly.
