Why a euro spec hitch?

Turner Hill site shows a euro spec hitch with the following specifications:
European spec only.
The ball is easy to fit and remove without tools.
For fitting to the mounting points provided.
Black polyester powder paint.
Forged ball with goose neck.
Dacrolite-treated lock mechanism.
Developed after extensive collision tests.
Maximum trailer weight: 1800 kg.
Ball lockable with key.
A sleeve covers the bracket when the ball has been removed.
Does not obstruct loading and unloading, when the ball is removed.
Simple installation in prepared space.
Designed by Saab and type-approved.
High corrosion resistance.
Theft-protected ball.
Why is this euro spec only? Is this better/worse/same than the US Drawtite/Saab hitch? It has a high max trailer weight ~ 3968 lbs.
