Both things are true...as pointed out below, analog cells are required to carry thru 911. OnStar is marketed heavily as a spare cell (for those who forget their phone, or don't have a $9 in-car charger, etc,), and it is analog.
Difference being, you have to press the button. The airbag detection doesn't work. But if you push it, it's federal law, you have to be able to get to 911.
I dunno, it's a 'package' the way they do it now, but if they left the crash detection permanent (EVERYTHING else paid-for), I think that would score a TON of publicity points. OnStar admits the bulk of their calls are routine ... 'I locked my keys in the car running' or 'I locked my kids in the car' or 'I'm hopelessly lost and my wife pushed the button after yelling at me.'
