I recommend performing this work yourself, buyiing all the parts/supplies in a kiet from one of the site sponsors. I just checked http://www.thesaabsite.com and saw their 90,000 mile kit for the 9-5 lists at only $70. Some fluids will be extra, but the total cost will still be far below your budget limit.
I have two suggestions for instructions on how to perform this work. First is free and involves searching this BB for postings from D-I-Y owners. Although valid and very useful, these instructions typically have no photos or diagrams attached. Second is the purchase of Major Interval Service Instruction booklet from http://www.genuinesaab.com for less than $20. I believe this booklet does have diagrams and it is intended for just your situation - someone who wants/needs to do the work themselves but doesn't yet have the experience to attempt it without instructions. This same web site also lists some common service/maintenance instructions (i.e. brake job) which you can print off for free.
The major interval service items do not require any special tools. What ever you don't already own as far as metric wrenches and such, you could probably easily borrow. Maybe you could persuade the tools' owner to watch (i.e. assist) at the same time? The work is not difficult, but you can easily spend an entire day performing all the individual steps.
One last word of advice. If you haven't already replaced the top idler pulley on the serpentine belt - L4 engine - do it at this service point! The pulley is nearly $40, but the tow to a Dealer will be more than that if the pulley fails while driving.
