Toyo FZ4's , wheel bearings and noise??...

For the past two months I have been hearing a noise which I cannot determine if it is a wheel bearing or tire noise. The noise is gradually getting worse, to the point now that someone unfamiliar with my car might notice it (it was extremely faint at first). I took the car to a local Saab Indie 6 weeks ago for shocks, brake flush and to assess the noise. His comment then was "probably not bearings, bring it back when it sounds like you have tractor tires on the car, a bad bearing will be very noticeable".
I have aksed family members to try to pinpoint which wheel is making the noise - 4 people gave three different answers. I asked my Indie again yesterday about it over the phone and he again said probably not the bearings, sounds more like a tire problem.
I bought the Toyo's in March '03 and initially thought I got a very good tire at a great price. They currently have ~20,000 miles on them and the longer I own them the less I am impressed. I have rotated the tires every 6-7,000 miles and they are due for another rotation. The tires have no noticeable cupping or unusual wear pattern and the noise occurs on all road surfaces.
Has anyone else had a noise issue with these tires? Since the source of the noise can't be isolated to only one wheel it seems logical that it is something affecting all wheels equally, i.e. tires, but I don't want to risk expensive damage to another component by neglecting what might be a wheel bearing problem. I will be having the tires rotated today. The car has 112,800 miles.
Thanks.
