inoperable fuel gauge - continuing saga

Having posted here about this problem a couple of months ago, I got great advice from Dean to check the resistance being sent to the gauge. It all checked out fine (400 ohms with a full tank, ~280 half tank, ~60 empty), even up to the gauge cluster itself.
So I obtained a 'new' gauge cluster from a wreck with 23K miles (had to get one from a '99 because it changed in 2000), and installed that (I'll post instructions on this later).
Turned on the car, and the gauge still doesn't work! Still shows empty and the low fuel light is still on, even though the tank is half full. Arggg!!!!
What else can I do? Is there some sort of control unit calculating fuel level?
Note that when the weather is hot (80 F+), the gauge works perfectly.
TIA...
