I agree until I start getting paranoid! :o)
For 1999 production I think that a retorque is required unless one can find a dealer service record or a note in the owners' manuals stating that this was done. The problems seem to be more widespread than the 1999 production. If is pretty sad that Saab can't get something as fundamental as head bolt torque right. And what was quality assurance doing that year? They are meant to be doing audits of such things and keeping records looking for any sings of deviation from the specs! Unforgivable.
I was going to do this with my 95SET (NG900), had/have the new VC gasket and a 1/2 socket drive protractor, all unused after getting rearended and that was that. Never had any evidence of a problem at 150K. Boost was increased to around 17 PSI.
