The parking brake uses two shoes inside the "hat" area of the rear rotor. My guess is the edge of the leading shoe jams into the rotating rotor/drum surface and places termendous force on other components (springs?) which causes the loud bang sound.
I've never tried this although I know use of the handbrake while moving is taught in defensive driving courses.
