You cannot transfer heat unless there is a temperature difference. So the module must run hotter than the air in the engine bay. When it gets to these higher temps, the fins will assist heat transfer. There is also a radiation heat transfer component. A polished metal surface has low emissivity and will reduce heat transfer. If the finish is actually painted or clearcoated, these coatings are almost always black in the infrared wavelengths that are characteristic of these temperatures.
So the module will run hotter than the engine bay, not much other than a ducted air feed or active coolant loop can do anything to help.
