Headlight Low Beam Scattering - Advice Please

I have a 99 9-5. I failed my annual safety inspection for on my headlights. The problem seems to be the beam pattern that my headlights put out. In the inspection, they put a light measuring device that displays your car's beam pattern and alignment. Below is the picture of a correct beam pattern - it's oval. The inspector showed me my car's pattern - it was scattered with no oval pattern or any pattern for that matter. He moved to the next bay to show me another car's pattern and sure enough, it was correct so he wasn't scamming me. A couple of facts:
- The bulbs were replacement Wagner H7s that I replaced about 5 - 7 months ago.
- The DRL was on but in the test, the inspector switched the headlights to the low beam setting.
I have to pass inspection and want to avoid going to the dealer if at all possible.
Questions:
- What do you all think could be the problem?
- Should I throw new H7s in there to see if it's the bulbs?
- Could it be a bulb seating problem?
- Could there be something electrical in which the beams aren't getting enough current to put out a pattern?
- Does it sound like it's on permanent DRL function?
