As part of OBD-II regulations the US Gov't requires automakers to provide up-to-date service and repair information that can be accessed by all mechanics (even D-I-Y'ers), not just Dealerships. Saab USA's response to this has been to create a web site (http://www.saabtechinfo.com) where all service and repair information can be obtained. Unfortunately, it requires a subscription to access the site. Cost of a subscription ranges from $10 for one day's access to $250+ for a full year of access, if I remember correctly.
Saab publishes a CD called the Workshop Information System (WIS) which is an electronic service manual. It previously was available in the US for around $400 until the OBD-II regulations took effect - although most Dealers wouldn't sell one to you. Some posters have indicated they were able to purchase the Saab WIS CD from Canadian dealerships at attractive prices. If you are close to our northern border this may be an option.
I purchased a copy of the WIS for my 2000 from Schiff European Automotive Literature in Rhode Island for less than $200, (do a web search for their site). Last I knew they still sold the CD's.
The WIS is a challenge to use as things are not located where you might think, i.e. belt tensioner removal/replacement instructions are located in the electrical section (for alternator service) and not in the engine section. Based on my experience with the WIS I can't imagine a one day subscription to Saab's tech site of being useful for repair, it will take you at least a day to find what you want on your very first use.
Others use Alldata.com with satisfactory results. Haynes (based in the UK)has indicated they will be publishing their independent Saab 9-5 Service Manual very soon.
