2003 95 Arc Problems - Tires and Engine running rough

My car has 18500 miles on it and the original tires are cupped, so when they were rotated, the ride is terrible. So bad I had them put the tires back. The dealer said it was because they weren't rotated, I thought I had 'free' maintenance but apparently I declined to pay $28 for rotation when I was supposed to have free maintenance. Any thoughts? I am afraid if I get new tires the same thing will happen.
My car runs rough when starting, to the point it dies at times when I back out of the driveway. The dealer says everything checks out, my previous 95 did not run like this, (maybe it's the 6cyl they stopped making) I have tried using super premium gas for a month, doesn't help. Any thoughts?
