Washer check valve access?

We just added a 1999 9-5 to my family's Saab collection. Two of the window jets don't work and cannot be cleared with a pin. I assume the check valves are shot. From reading earlier posts that seems a common problem with the early 9-5s. The problem is the hood insulation. From my previous experience with Saab plastic rivets they are difficult to remove without breaking and Saab agencies don't seem to stock them and they could not even order them. The generic fasteners never seem to work quite right.
What if I make a small hole in the insulation below each jet? Does anyone know if such would give one direct access to the valves? Also, in one of our 9000CSEs we simply removed the valves and there is hardly any difference in the response of the washers.
