As SVTS says, around $20K for a linear sedan with around 35K miles is about right. So a newer car with fewer miles should command more money. The '01's came with more stuff standard, but the '03 was somewhat improved, and with the 5-speed autobox. If the car is truly base (cloth, no sunroof, etc), that knocks off a few bucks.
Don't get wrapped around the whole trade-in thing. Some dealers like to do that, as it clouds the numbers. Decide on the prices individually, and keep it that way.
Since it's not a Saab dealer, you'll get just the standard Saab warranty. It transfers with no cost. If it were a Saab dealer, not only is the warranty transferrable (no charge), but the car could be eligible for the Certified program (CPO). That gives a warranty of 6 years from in-service date or 100K miles, whichever comes first. If you can get the car CPO, it would actually have a LONGER warranty than new. That's worth about $1250-$1500.
The other way to look at it - if you could find a brand new leftover '04, it would cost around $28K with all incentives, which is a downright amazing price. This one is $4K less, with 15K miles. It should be very clean, though.
I'd think $22.5K is a better deal, but $24 doesn't sound bad.
If you're willing to travel, there is a private party up here in central CT selling an '03 Arc with 8K miles for $21.5K. I don't know if there's a problem with it, but heck, you could ask. Go to Cars.com, find the Used Cars, select Saab, 9-5, and give it a zip code of 06067.
