Tire size and gauge readings

Although tire wear is minimal, I assume these calculations are only accurate on new tires.
Using a tire size calculator, the speed difference between a 225/45R17 and 215/55R16 is 1.350% too slow; 225/50R16 is 0.492% too fast.
Does this translate to a gain of 135miles/10000mi and a loss of 49.2mi/10000mi, respectively? Just wondering if I have this straight. I don't want to use up too many extra warrantee miles with winter tires.
Does the programmed tire size affect any safety electronics such as ABS, ESP, etc?
How are the dealers with regard to changing this setting on Tech II? I mean one could change it for the winter and then keep the setting while gaining warrantee miles in the summer. I doubt the dealers will be too easy about this change. On a CPO car one could easily rack up a few thousand extra miles and maybe avoid a few speeding tickets.
