gas tank capacity

Has anyone else managed to put 19 gallons of gas in an Aero wagon? SID said 16 miles left, and no, I didn't fill it to overflowing; the autofill clicked off, and I squeezed it until it clicked off once more.
Today, my wife filled it again at a different station. SID said 2 miles left (she likes to live dangerously, and it only took 17.9 gallons. I'm wondering if I should contact the county weights and measures people.
