First, it depends on who you trust. Maybe they fudged the certification paperwork. What the pads WERE doesn't matter much - what they are now is all that matters. The minimum thickness on the pads is 5 mm. By moving the car, you should be able to get a slot on the wheel to line up so that you can see the pad thickness. 80% or 20%, what matters is how close to 5 mm you are. You can measure it without removing the wheel.

And a binding/dragging caliper can wear a pad down very quickly.

As to the rotor, it needs resurfacing IF it is warped or badly scored. Do you feel any vibration under braking? If no vibration, the rotors probably aren't warped, or aren't warped enough to matter. A few minor lines in the rotor are OK, majgor valleys are not. As a rule, I never resurface rotors unless they're warped, and I've never had any warp. I've gone 160K miles on rotors with no problems. A big part of that is to never let the pads wear down below the minimums.

The rotor does wear, and if it's getting near the minimum thickness, you should replace them. The minimum thickness is stamped on the outer edge of the rotor - you'll need to remove the wheel to measure them. Use a micrometer to measure the rotor thickness - not the ridge on the very outside, but the meat of the rotor. Try in a few locations on the rubbed surface.

If you don't notice brake vibration during normal stops, but notice vibration building up after a few hard stops, then I'd suspect that the rotors are getting thin - they can't throw off heat as well, and actually warp a little when they heat up.

but the way to tell is to look and measure.
