The brakes may be worn, may not. Yes, 13K is pretty quick, but that doesn't mean it can't be true. Brakes are too important to ignore. Take a minute or two and look. Most of the wheel rims these days are pretty wide open, so move the car so that you can see the pads. If they are indeed at 5 mm (less than 1/4 inch), then yes, you need pads. If it's more, no worries. Maybe they wore quickly because you did a lot of braking; maybe they were just a really soft compound. Why isn't as important as if they are worn.
I'd expect the pulleys to be fine at 30K. As to the serp belt, a little bit of cracking is understandable. Again, grab a flashlight and look yourself. It is possible that something happened to the belt, either from road debris, a bad installation, or just a faulty belt.
