This is a recommendation only, read entire answer and use at own risk!
I picked up a box of new NGK plugs tonight and the box has torque recommendations for installing into aluminum and iron heads. Since the size of the pulley mounting bolts are approximately the same size of the plug threads, these values might be an appropriate guide.
NGK says to limit torque to 7-14 ft/lbs when installing taper seated (no gasket) plugs into aluminum heads.
Just a recommendation. I couldn't find the value in the WIS either. You certainly don't want to damage the front engine plate by over torquing the bolts.
