With the short belt, you route the belt differently so it doesn't use the bigger idler pulley in the middle. This pulley is a HUGE pain to replace, so it's good that you won't have to worry about it anymore. The top idler pulley (the small one) is still used, and you will likely have to replace it. The tensioner pulley replacement is not always required -- check its condition and decide for yourself. The size of that pulley is not such a big deal, maybe the reason for the max tension in my case was the fact that I used an aftermarket belt. It still worked OK though. Also, since your car is newer than mine, you may already have a different pulley.
It does not come as a complete kit from Saab. The belt and the pulleys are separate items. The tensioner pulley, however, came as a kit of its own, containing two washers and a new bolt. You can get them from eeuroparts.com or thesaabsite.com, but for me the dealer price was actually less, and I didn't have to wait for delivery.
