Actually diesel engines have virtually no engine braking because they are unthrottled. What they use and what you are thinking about is call a Jake brake or compression brake which is a special device added to the engine. The Jake brake has to be activated by the driver it doesn't happen naturally when they let up on the throttle. When activated, a Jake brake creates compression braking by changing valve sequencing. It also creates a lot of noise.
Doesn't change the fact that brakes are cheaper than clutches so as a rule you shouldn't downshift for additional compression braking.
