Yeah, a squggly line of the goop ON THE BACK of the pad works fine. The purpose is to damp out vibration by putting a layer of sticky stuff between the back of the pad and the caliper. Where the pad and caliper touch, the goop will spread itself out. Where they don't touch, it really doesn't matter if the goop is there or not, so a squggly line is just fine. It's the vibration of the pad that you hear as squeal.
The spray stuff is sprayed ON THE BACK of the pad. You let it set for a half-hour or so. It's just like the goop, but spray on. The goop in the tube is easier to use, in my opinion.
And yes, spraying it on the rotor would wear off. But it would be very messy, and would stink like crazy.
