Yes, the foam block is more than just packing. The block is to be adhered to the top side of the new filter by use of its adhesive backing. Two metal tubes in the heater box pass thru the holes in the foam block. Don't worry about not replacing it, assuming your new filter was a snug fit and not sloppy loose when you installed it. I have yet to replace the foam block in my 2000, although it was showing its age at the 90,000 mile service so I know I will be replacing it with my new filter at 120,000 miles (as soon as my new filter arrives).
I saved the blocks from my 60,000 and 90,000 mile changes and use them with my emergency generator as a means to pass the electrical cords thru a window into the house while keeping a fairly weather-tight seal at the window.
