Awkwardly placed for ease of opening. The drain cock has two metal pins (one per side) which ride in slots cast in the drain cock body and snap into detents to hold the valve closed.
You need a little extra "oomph" to start the valve open. I use a pair of 4 or 6-inch channel lock pliers, and reach down from the top to start the valve open. Closing the valve (from under the car) was much easier, no tools required.
