Well, in Canada, they were the law in 2000, and all the 2000 SAAB Wagons I have seen have them in place. Hence the question about the retrofit - the frames for the SW sent and sold to the US must have been the same as the frames for Canada, except that the LATCH hooks (apparently about $5CDN each) were installed.

Remember that they work exactly the same way as the tether hooks placed by bolting into the back of the rear seats, except that they are likely bolted directly to the frame.

A bolt is a bolt whether it is retrofitted or not - I wouldn`t add something to the car that didn`t, because as a vehicle accident reconstructionist I can certainly recognize the implications.

LATCH hooks distribute the crash forces more evenly when applied with the tether, and you can always use all three (belts, tether, LATCH) if you want to be really sure that the seats won`t move.

Now if we could only get everyone to belt their kids in their seats properly and then make the correct adjustments, we would be in a safer world!
