The upper and lower U-joint is a sealed piece and grease will not really penetrate into the swivel area.
I don't see any pictures where the splined part of steering column is actually pulled apart so I can only hope that turbo5spd did that.
What you see in number 1 circle is only about 10% of the whole splined shaft. You actually need to pull the bottom part off the upper shaft and grease up the whole shaft.
What I'm suspecting is that some dealers only swab some grease around the visible part of the shaft without unhooking the lower u-joint and pull it apart. That's why the driver have the same symptoms driving away from the shop.
Or it might be that the grease they are using is not effective enough.
