You might want to check to see that the bulb in your low beams is seated correctly. I've installed new bulbs and despite efforts to make sure all the tabs on the bulb and the headlight housing are lined up correctly, I notice that sometimes the beam is aimed to high. You can usually tell this is the case if you pull up to a wall and notice that the beam spread is to high. One time I had reseat the new bulb 3 times to get it aim correctly.
Of course you headlight could also be out of alignment. When I received my car new the headlights were aimed too low. I've never had anyone flash their headlights at me, thinking I had on my high beams, even this correction. Maybe you just have a lot of "sensitive" folks in your area :)
