Those rings are used to adapt after market wheels to a specific application. Wheels that need them should never be supplied without them, as they cannot be mounted on center otherwise. The OEM wheels never need these as the wheel hub is machined for a direct fit.

Tires can be out of round and wheels can be bent. Did they do a road force measurement with that machine that would detect such problems?

At 70-80, wheel shake whould not be from cupping, as cupping would be a very high frequency that would be more accoustic vibration than shaking.

What tires are you using?
What wheels are you using?
Where is the shaking? Front? Back? Can't tell? Steering wheel shakes?
Had drive shafts and bearings looked at?

miles?
subframe loose?
2000 Aero with manual tranny?
