If I'm correct it happened in mid 90s with the OBD II rules. All cars imported to US follow the same emission regulation. It's only when it's up for the annual or bi annual test that States have different test procedures. Some States or part of have more stringent rules for the car to pass, like inner Los Angeles have tougher rules than rural California.
And California also did away with the $300.00 registration fee that we use to have some years ago for "out of State" cars. They were even forced to pay it back to everyone that had paid it, before they dropped the law.
