I have become rather intimate with the HVAC of my 99 9-5. I will spare you all the details...
I have removed leaves now from the cowl cover side and also the cabin air filter side. If you remove the cabin air filter element and the foam spacer, you can actually see the fan/blower. If you have a strong enough shop vac, you can go at it that way.
Removing the cowl cover is a bit tedious and other than the 2 screws you see on either side of it, there are 4 plastic snaps underneath that you can't see that will break off if you're not careful. Also, you'll need a gear puller to remove the wiper arms to completely remove the cover. Then there is still some tedious work to do to uncover the fan/blower, etc.
There are many other posts here on the leaf thing. I finally bought the "New and Improved" cowl cover because I was tired of facing this every year. It has the smaller grids on it than the old design.
Saab would have replaced it for free years ago under a "campaign", but it was never a recall item.
