Good Buy? and some Saab newbie questions

I can get a 2003 9.5 2.3 Linear turbo with about 37,000 miles for 18,500 from a dealer who bought it at auction. It seems to be a lease car according to the Carfax they ran at my request.
Is this a good deal? There was a rattle on a very sharp and fast test turn, but it seemed fine otherwise and would have a fair amount of time and miles on the bumper to bumper warranty.
Does it take regular or high-octane 91 or 89 gas?
Is the turbo a problem?
Does Saab have a much higher maintenance cost?
Have you used On-Star?
Also, I am drawn to the safety, but even with side and side curtain airbags in the back which I believe are standard, it seems from an Insurance Institute for Highway Safety review, the 2003 9.5 didn't get great side crash tests--and rated a marginal for structural cage. Thought they were pretty solid. Anyone have any insight? I would have thought the 9.5 did better than the 9.3. Isn't it the top of the line.
Thanks for your patience and responses for what I know are basic questions.
