I am no expert on the Aisin-Warner transmissions, but I know from other brand automatic tranny experience that reverse and low typically share a clutch pack (called low-reverse naturally enough) and that reverse also requires the engagement of another clutch pack (often the direct, i.e. 3rd gear, clutch) to hold other internal parts stationary.
What I am trying to say with the above rambling is that it might not be possible to have only a reverse problem caused by internal clutches. Either you are having problems with other forward speeds and don't realize it, or the linkage is mis-adjusted and not allowing the transmission to properly engage reverse gear.
Recent re-build with no improvement, and comment that reverse works fine once it finally engages, makes me believe it might be a linkage mis-adjustment. If so, the repair shop may owe you a whole bunch of money.
