Check the Saab USA site (http://www.saabusa.com) and read up on the certification. That tells you what should happen.
Yes, they should make a through inspection of the vehicle, and supposedly only the best cars are certified. Certified cars should be mechanically and cosmetically sound.
However, in my experience, the quality of CPO cars vary greatly from dealer to dealer. Some dealers take it very seriously, and their CPO cars are clean and run well. One way they do that is to be picky about the cars they buy at auction. And since you can't tell everything about an auction car, they fix what's wrong.
I have also experienced dealers where the CPO cars were really nothing more than an extended warranty. I saw cars with major dents, stained seats, and missing interior parts. Some would send out great gouts of black smoke on startup. When I pointed this out to the salesperson (after smoke cleared and I could find them), they said, 'don't worry, we can fix it under warranty, if that is really a problem.' Stains, dents, and missing cargo covers (wagons) aren't covered under warranty.
So if you go to a dealer and find that the CPO cars look like crap, it isn't the CPO program. Find another dealer.
Some important info about the CPO program - it goes for 6 years after the car's In Service Date (when the first owner took it), or 100K miles, whichever comes first. A 2001 car may have sold in August of 2000, or November of 2001. Remember, the basic warranty is 4 years, so a '01 may have run out of original warranty, or still have a year left.
Since there is a mileage restriction on CPO cars (60K), you'll never see a CPO car above that mileage. Most are much lower, on the order of 35-45K. Low miles is a great attractor, but when looking at cars, also look at In Service Date. When picking a car, look for a more recent one - it gives you a longer warranty. Unless you drive a lot of miles, chances are you'll run out of time before mileage.
