A low restriction air filter will allow the turbo to perform to its potential, however, it can be limited by the BPC and ECU. With the 5 spd automatics (which I have some experience with), the turbo will spool up very fast as a result of the torque converter slip. But with a manual gear box, ther can be much more boost delay. For that a SMBC will help substantially.
You have two options, replace the paper element with a JR or K&N fitler, or remove the air box and snorkle assy and install an 'in fender' JR open filter. That can be improved with a turbo feed pipe.
So, what are your short term objectives, long term objectives and near/far term budgets?
The 9-3 short intake with shrouds to exclude hot air from around the engine is a solution specific to the 9-3 chassis, but which 9-3 are we talking about?... the old 9-3 or the NG9-3?
