Scott is correct. Even though with the day time running lights it looks like the lights are "on". The headlight switch is likely in the off position. Rotate the knob to the right to the "on" postion and your high beams will likely stay on when you pull on the stalk.
The donwside to leaving the headlight switch in the on position is that when you start the car, the lights will not go off while the starter is cranking. This would only be a problem once your battery gets on in years or it is very cold where you live.
