OTOH, it really depends where you are. I live where Saab dealers are 40-60 miles apart and there isn't a lot of dealing; they would rather sit on a car for months than bring it down to a reasonable (IMHO) price.
I recently got a similar car to Terry's from an independent dealer, 2000 lpt wagon w/ 48K miles, heated but not vented seats, CPO warrantee until 3/06, pristine condition and only one major repair in its history (DIC), for $15K.
I'm sure I could have done a bit better in other parts of the country, but my choice was limited a bit and I think I got a decent deal. Plus the dealer was excellent to work with--Weisco Motorcars in Denver, if anyone is looking for new or used import luxury cars or SUVs (Saab, Volvo, BMW, Jag, Lexus, etc.)--unlike the local Saab dealer (yech!).
Your best bet is always to find a car in good shape and make sure you get a trusted mechanic to look it over before making a purchase... well worth the $100 or so you'll spend. Pull a Carfax, and get the dealer repair history. Cars that have had problems often seem to have them in bunches.
