My '99 LPT was just doing the same thing. After cleaning the contacts on the top of the pump (under the rear seat) it got marginally better (freaked out less often) but was still playing around. Just had a new pump installed and its been rock solid since.
Maybe check that the conenctions on the top of the pump are seated correctly - you could be going over a bump and one of the points disconnects for a second, giving the gauge an empty reading, then coming back on. Lift the rear seat, lift a round piece of carpet, then pry off the cover. You'll see two connections right under the cover.
