I've never seen an alternator pulley fail. I'm not even sure how to wear one down - I would think you would have shredded a few serpentine belts first.
There are IDLER pulleys - actually, one idler, and one tensioner pulley. These have bearings that do wear out. I guess if you managed to sieze the bearings, the pulley could stop spinning and kill the belt. More likely it would come apart and kill the belt.
I like replacing tensioner and idler pulleys at around 60K miles. They usually last a bit longer than that, but after 60K, you can feel the bearings starting to go.
