The turbo gauge is connected to the throttle body by a hose. The line between green and yellow is atmospheric pressure. The hose has come off, and the gauge is only seeing atmosphere.
With the hose off, there is a vacuum leak into the throttle body. This is the equivalent of opening up the throttle. In order to keep the mixture right, the ECU adds fuel, so the engine speeds up.
Open the hood and look for a thin hose coming out of the firewall near the throttle body/brake cylinder that's dangling. Look for a place on the throttle body that looks like it's missing a hose. Look for a broken/cracked hose.
Hopefully the hose hasn't come off on the gauge side, as you'll need to open up the dashboard. But most likely right inside the engine compartment.
